Chapter 1: General provisions

Article 1- To better regulate the qualification of civil nuclear safety welders and welding operators and to ensure the welding quality of civil nuclear equipment, the HAF603 regulations are formulated and introduced, following the guidelines in the Supervision and Management Regulations for Civilian Nuclear Safety Equipment (HAF601).

 

Article 2- The HAF603 regulation applies to qualification management of civil nuclear safety equipment welders and welding operators.

Article 3- Anyone who intends to work as a civil nuclear safety equipment welder or welding operator must pass a welding examination and obtain a certificate before they can conduct nuclear safety welding activities.

Chapter 2: Agencies and responsibilities

Article 4- The national nuclear safety regulatory department under the State Council is responsible for the evaluation and certificate issuing to qualified welders and welding operators. It mainly purposes:
1. To set up examination centers.
2. To prepare the examination content including the guidelines, basic theories and then organize examinations.
3. To oversee the assessment and evaluation of test results
4. To review the plans and results of the examination centers and then issue certificates to qualified welders and welding operators.
5. Archive related information about welding certificate holders.
The nuclear safety regulatory department under the State Council can set up a committee according to the need to evaluate the qualifications of welding certificate holders and perform other responsibilities.

Article 5- The national nuclear safety regulatory department will select examination centers among entities who can meet the following requirements. Potential examination centers must have:
1. Quality assured examination system, a complete set of assessment and management rules, an examination treasury and a robust procedure for the welding examinations.
2. Over 5 years experience in the welding examination business and the total number of examinees must total more than 300.
3. Exam venues where examination activities can be conducted, including a skills operation test site which can hold at least 20 seats, room for the theory test, welding materials inventory and database etc.
4. Welding test evaluation equipment including electrode and flux drying equipment, welding specimens, tools for making welding specimens, physical inspection and nondestructive testing equipment.
5. An examination panel comprising at least 3 professional full time welding engineers and two full time inspectors having nuclear Ⅱ level on nondestructive test.
6. Ability to organize examinations and to archive the files of welders and welding operators.

Article 6- The examination centers will be responsible for organizing examinations on theoretical knowledge and operational skills on nuclear equipment welding. Procedures include:
1. Making examination plans.
2. Assessing the basic qualifications of the exam takers.
3. Determining the specific examination content of theoretical knowledge and practical skills.
4. Preparing test specimens and assessment tools to evaluate examination results.
5. Formulating or determining the welding procedures for examination.
6. Establishing and managing files of welding certificate holders.

Article 7- Welding examinees must meet the following requirements:
1. Have at least a middle school degree.
2. Be healthy.
3. Can follow welding procedures
4. Can perform welding activities independently
